Official Statement Regarding Download Sections?

First Let me state I already searched and viewed the other thread regarding the missing download sections... That thread however did not give any official explanation as to their disappearance. I'm sure others have their guesses, and I have my own, but an official statement on the status of the sections would be appreciated and would help curb the rumours. Any info would be greatly appreciated, and it would help prevent a flood of similiar questions in the future.
