why cant I access the collections section?

I'm new on here but I got directed by a ebayer to view his collection on here but I don't have the right privileges? can someone fill me on why it's saying that?

You need to reach a certain post count to access that forum. Off-hand I think it's 20, but it's possibly as high as 50.
