i believe jay-z was doing another one of his subliminal faggotries on that Understand Me.

he is putting pac's rhyme in a different context that connects pac to just starting a bunch of shit for record sells.

the verses are shit that pac talks about, things that made him loved by listeners.

and to top it off, the sample is as soulful as the words pac spoke. (and the pain song)
