      Yes and no.

There are only a handful of large labels. They can pretty much decide, which artists are played on the radio and which aren't. Therefore they also more or less decide on record sales.

Artists that sell well get opportunities to do more, so sales do matter. In reality though, the greatest rappers on the planet might not have contracts. People will most likely never hear of em. So no, sales don't reflect talent. Talentless singers, like Britney, have sold millions of records. I can't stand Jay-Z and his wife is even more annoying.... Both have sold shit loads of records, unfortunately (the world would be a better place without their noise pollution).

When something is selected for radio, it sells. It's constant promo. People know about it.

The big record companies that also own the major radio stations. ...this also includes participation in TV shows (interviews, talk shows, etc.). The same companies own the channels and shows.

The thing is: the companies pick what they want to sell and people buy. People are fooled to believe that they've made decisions, when in reality the large companies have spoon fed music to them.

radio airplay and those digitally lists are mostly pushed by the big record labels - you need to listen to the independent radio stations, to listen to good and neutral playlists.

you can choose by yourself, if the music fits to you or not. plus some music will grow over time and other music will sound outdated at some point. a naturally process and only your own opinion counts.
