Anything else that hits native 4K on it I believe fluctuates in resolution depending on the action on the screen. Plenty devs are lazy though (or they want parity between consoles which is bs) because if Red Dead Redemption 2 can hit native 4K with a stable 30fps, there's really no excuse for anyone else. Unless you're targeting 60fps like the Call of Duty's or Battlefield's. Then 1600p or 1800p is understandable as the crappy CPU can only do so much.
