I can't remember the exact year, but the earliest fan made mixes I remember downloading and keeping were from Blackdaze. I know there was a Blackdaze mixtape that dropped in 2004, but I believe there were Blackdaze mixes circulating around 2000-2001??
Other than that, Cynical comes to mind as mentioned above.
