I started to rap, and I dont want to use that 2 bux michrophones, and I decieded to buy some condenser mic. I havent bought it yet, cause it need phantom power. and I was wondering, can i buy this (link down) instead of buying preamp which would cost me 200 bux :P

no. you need mic preamp in order to amp signal from mic into audio interface/computer.
condenser mic will also pick alot of room/ambient noise, so you need acoustic treatment to damp reverberation of room, or else your recordings will sound very shitty and amateurish.
200 bux preamp is starting value and pretty much sad quality.
save up 800 eur and your are good to go. or just rent studio and save urself money and u will gain lots of knowledge.
my recommendation:
mic pre - blue robbie - 630 usd
mic (you can either go with dynamic mic which will work better if your room has reverberation, or if you already have done with acoustic treatment, which is more important then any gear, go with condenser)
mic: dynamic: sure sm7b - 350 usd
or condenser: Audio Technica AT4047 - 535 usd
audio interface: focusrite saffire pro 14 - 250 usd
