This is a tough question and there are a lot of factors that makes someone the greatest butI'm glad you included Chuck D.

I said Chuck D because he is aware of the real enemies that exist in this world and he tries to confront those things in his music and words. Compared to him most rappers (and most entertainers) are complete tools. Other rappers are blind to these factors and are in turn manipulated by them and complicit in acts that institutionally support processes that divide people through power, money and corruption. These rappers keep them dumb and bobbing their heads in service to ridiculous reductive structures like the hollow economy, racism, hatred and other institutions you might know of.

You can tell 2Pac was socially and politically aware in a similar way but never quite reached the same level in terms of confronting them because he was contradictory person and sought to manipulate those structures rather than confront them head on. Also he died so we'll never know how far he would have gone.

I went with 2pac. Has some weaknesses when compared with the others but as the overall artist, 2pac wins it for me.
